The Gunners have been tracking the Armenia international for some time as they prepare to bring in a host of fresh talent in the summer.
Mkhitaryan, who is contracted with the German outfit until 2017, has impressed this season, attracting interest from Arsenal and Liverpool, with Jurgen Klopp a big fan of the 27-year-old.
But according to The Sun, Mkhitaryan is edging closer to a move to Arsenal and is already looking at houses in London.
Mkhitaryan is said to have told close friends of his plan to leave Germany in the summer having rejected a new deal with Dortmund.
The report claims Arsenal will have to fork out £8million a year if they are to sign him and Arsene Wenger is ready to meet his demands.
Dortmund are keen to keep hold of their star man though with manager Thomas Tuchelhopeful of persuading him to stay.
"We want to hold on to Mkhitaryan at all costs," he said.
"Miki is a real champion and we want to keep him.
"Things are pretty clear. The ball is in his court now and I am sure he knows what to do with it.
"Talks with all players are ongoing. Everything is in our own hands at the moment."
