The 19-year-old scored on his Liverpool debut against Middlesbrough at the age of 17 but has failed to break into the first team.
And after not agreeing a new deal at Anfield, Rossiter will head to Glasgow on a four-year deal at the end of the season.

The youngster revealed that head of recruitment at Rangers Frank McParland was a big factor in his move.
“I know Frank from my Liverpool days and working with the academy with him and he is a great fella," Rossiter said.
"I am looking forward to working with him again and getting started here."
The 35-year-old is approaching the end of his current deal and was expecting to leave the club after they failed to extend his contract as a player.
However, after crunch talks on Thursday, the former England captain has revealed he is in negotiations with Chelsea.
"The contract extension the club has offered me is a different role and I hope everyone will understand I want to take the time to consider it carefully before making a decision," Terry wrote on his Instagram account.

Tottenham are set to fight Wolfsburg for Napoli striker Manolo Gabbiadini this summer, according to reports.
The 24-year-old was targeted by both clubs in January but no deal was agreed.
Gabbiadini has started just four Serie A games all season as he has been forced to play second fiddle to top-scorer Gonzalo Higuain.
But agent and intermediary Giacomo Petralito has revealed he believes Gabbiadini must move for the good of his career.
“There were two German sides interested in him in January, I can confirm to you it’s the truth,”  Petralito told Italian radio station Crc.
“If he has another year like this at Napoli, he risks ruining his career. He is wanted by clubs in Germany and England.”
Manchester United are favourites to sign Zlatan Ibrahimovic, according to reports.
